New Dagger quest, cant find 10+ lvl guards

I had to kill about a dozen lvl 17 Navy Veterens before my quest started updating ...

Just keep hunting those lvl 10+ navy guys and eventually it will work ...

I did it at Fort Charles in Port Royal ...

It does seem that with the new weapons quests you have to defeat more of the required 'person/critter/ship' than before. I know with some of the tasks I had to defeat twice as many as I actually need to complete it.

Yes and it is frustrating!! Especially when it's a tough one! the First one is often the hardest, especially for someone like me who is not so good at fighting the foes! . . . . . once you have done it once you have a better idea how to approach the next one, seems to me a reward ought to happen with that first to give you incentive to go for the next
