Just got this Bright Orange Vest from a lvl 18 Veteran on Kingshead.
  My pirate in test server bought these black jacket, hat, vest, pant and boots when clothing first came out but all these are not available anymore in store. So i believe they are now part of the rare clothes we can get from enemies.
