Yeah, the game will be the exact same as POTCO, just available for people in the UK to get the full experience (They'll get thier own newsletters, mail from POTCO, etc.)
If they do like they did when TT UK was revealed, it will be the exact same server, while any other expansions they might make will be a different server all their own. (Ex: POTCO UK and US, if on the same server, will be able to interact with each other. )
