The first two rules put people off...
"No bothering me for help it will NOT be provided from me i am currently busy earning rep.
2. No attacking anything I attack i need good rep i will only let u fight with me if i ask u"

I hear ya Swash, however you put it rather bluntly (unfriendly like manner)

How about, something like.

Helping guildmates is encouraged, but this is not the sole purpose of the guild. All members must contribute, and not just rely on the others to carry them. Please do not apply if your intention is solely to find help with your pirates advancement without contributing to the rest of the group.
