The way you level your general reputation is via quests, that I've noticed. It'll say something like...
General Reputation Points earned 1 when you turn in quests. I noticed yesterday when I turned in a quest I received 5 general reputation points and my level went to 3. Heck I don't remember ever getting level 2.  But with all the constant spam, not surprising hehe.Stay outa jail! -SH
