For anyone who still needs to know, the scorpions are on Tortuga. Go to the right, around back. You'll come up to a forest with a bunch of them. You can then keep going deeper if you want - you'll eventually run into Navy guards (level, 10, 12, 13 etc.) in a cave. Yesterday myself and three other guys went back there and cleared the place out.
