Apparently, the cutoff age is 12. 12 and under don't get the plus sign unless their parents have turned it on in parental controls (which doesn't always work - see above.)
People 13 and over making comments with [ ] instead of [+], are not heard at all, by those 12 and under. With [ ], there is no "spell check" so you can type freely - even numbers. With [+], normal "speed chat" is enabled, with offensive words and misspellings replaced with "arrr" and lines with offensive phrases are eliminated.
