This could be a few different things.

An invite to PvP for example, or when most people see it is when they are on a crew that is heading for the Boss Battle (in which case the Treasure Map is the boss battle itself).

Just noticed..won't PVP like say Pirate Vs Pirate? Will it still be considered treasure map?

That's correct. At the current time, the only invite which should show up as treasure map is the Boss Battle. Otherwise, it should show as the corresponding game. (Parlor Games, PvP)
