They are crew icons, as your acquaintance mentioned.
The crew "captain" has the option of toggling this off and on so its not always displayed. Colors I believe reflect membership status.

but why did it turn on at that moment in time? because it was a full crew?
The crew "captain" has the option of toggling this off and on so its not always displayed. It shows when the crew captain wants it to, that is the only determining factor.
