Aye, I agree with this step. May be something they raise over time as content is added, and weapons/levels, etc.

Well, we see additional weapons (really, higher level of the same weapons) and Boss Enemies on the horizon, so I would say that Disney is definitely working towards this goal, and at a pretty good clip. Considering the game has only been open about a year, they've done a remarkable job of adding content and seem to be really listening to the players.

I voted 300 - not immediately of course, but it's possible over the long run. Up notoriety levels, up weapons levels, add new weapons (blow guns, anyone?), add additional boss battles (as stated: Davy Jones, Jolly Rogers & the Kraken), and more fearsome enemies (cannibals?) and it's entirely feasible. Slowly and gradually.
