Sure why not. Though I've seen plenty of Sentinel and Corvette flag ships that had level 5's or 6's on them. Those should be good enough for a low level pirate to take care of. It doesn't happen all of the time but usually you can tell by the level of the soldier you can see on deck before you board, though sometimes that's misleading. Hooray for randomness.
