When you 'download' or retreive a file, you cannot change its format, you are simply retreiving that file in its native format at that time.

If it is a PNG image file you should be able to save it as such on your system.

If it is another image type you will have to convert it (after saving it to your system) with some image manipulation software.

If you are creating a sig image on your system to be used for your signature, you need to use an application that will support PNG and save an image in that format, or save it in another format, and use some conversion process/utility to convert it to PNG.
