Personally, if a level 18 has figured a way to win (minus macros and glitching, that is) a PvP against a level 40, then he deserves it!
What fun is PvP if you can determine the outcome before you go in? "I'm level 40 and you're level 18 so I will win. You must fail because you are lowlier than I am." The key is to figure out how you can overcome their better PvP ability.
