Umm, they didn't say that they were gonna put it on open water, they said:

Fighting the beast in the open seas and living to tell the tale would certainly be an adventure fit for a Pirate.

That doesn't mean that it will be that way, it means that it could be that way. They are just replying to your message, saying that the idea is a possibility.

Personally, when/if it comes, I would want it to be on the open seas, and in a treasure map. The treasure map makes it feel more like you earned it, or at least someone did. If it was just on open seas, then it makes it feel more like the fleets, invasions, and that type of stuff. Kinda makes the quest seem pointless.
