When you go from unlimited member back to basic member you lose...

All access to skills above level 7
All access to weapons beyond basic access weapons
All ability to access ships beyond basic access level ships.
If you have reached the basic level limits, then you will no longer receive reps.

The only thing I believe you retain is your Notoriety.
