You can - when you sail, lesser cargo crates and chests get dropped when you get higher level plunder. The only thing that can't be exchanged is loot - and THAT'S what I would like

I also second Polly's idea of being able to loot customization pieces, on top of the run of the mill items that you could perhaps get at a shipwright.
