Actually, if it didn't say "LAND BATTLES" then it is possible without glitching...after taking off the masts and parking behind a level 41+ ship, just shoot the captain with round shot or grape shot until a high level captain appears. I don't think it is possible to get a conclusive screenshot of it though, without glitching.

My team spent about an hour (probably longer... LoL) working on a level 41 and then level 43, and never got a captain higher than that enemy's normal level (ie - lots of level 33 Raiders). Unless we were just really unlucky, I'm thinking they took that out.
