For the wire, it should say something to the effect of "plunder wire from Navy crates in Fort Charles." Fort Charles is the big fort on Port Royal, so head in there and look around for the little box (well, crate) looking things. When you approach them, it should say "press shift to search" and that should get you your wire. You might have to take care of any soldiers in the vicinity in order to search it.
