The nature of the question is not clear...
Best based on what? Passive skills it offers? Or usefulness? How destructive it is? How 'glitzy' a pirate thinks they are using it? Do you PvP? Do you quest? "Best" cannot be determined as it is based on the individual pirates likes, dislikes, uses/needs, play style. Ive said it before i'll say it again. Most destructive: Staff (also best for being an annoying show off) Most useful: Doll
