Well, the cog HQs in toontown have patterns when it comes to earning merits. Merits are things you need before you can do a boss battle. Each of the four cog HQs have their own merit amounts. But merits is only for the first cog HQ, sellbot HQ. Then instead you need to earn cog bucks, jury notices, and stock options for the next three cog HQs.

Here's an example of the system.
Note: Before earning a laff point(One HP point in POTCO) you must earn 5500 merits. That's the highest amount you'll ever need in sellbot HQ before battling a boss. You need to get 5500 merits at Mr. Hollywood(cog enemy) levels 12, 14, 19, 29, 39, and 49. You don't earn a laff point at 12, though.

As you go to the next cog HQ, like cashbot HQ, instead of being 5500, it's 8900. Then for lawbot HQ, it's 14400 and for bossbot HQ it's 23300. Notice the pattern? You take the first number and add it to the second number to get the third number. Then to get the fourth number you must add the second number you added before to the third number you got. Now you may be thinking, but how did you get the 8900? Because in sellbot HQ the second highest amount of merits you'll earn is 3400. Adding these together gets you 8900.

So if we had this system in POTCO, we would need much more rep to get. Lets just imagine using the same exact numbers that toontown uses. Trying to get 8900 rep for one level would take a while.

Sorry if I wasn't too good at explaining the system, another member of TTC(Roger Dog) explained this much better than anyone. This is even a real math system, but I don't remember the name.
