You can usually find a few Mercenaries at the very top of Kingshead (mind the Assasins.) Mercenaries are also very common in Beckett's Quarry, so you can go there if you don't want to take the long trip to and up Kingshead. If you need any help with the quest, just ask, or shoot me a PM.
