I found Fogbell 3 times in a row so i think they not random but have cycles. I have a great glitch (well i think its a glitch) if ur searching for legendary fish. You have to have 10 regular lures and be over lv 15. If you bring the sharks, coelacanths, etc., up to the surface then let them take your lure, they will stay on the surface! Side effect: sharks eat the small fish. Hope this helps! P.S. Make sure your using regular lures to bring them to the surface!
