Getting skills past rank 5

I am very confused currently. I have rank 5 full sail on the sailing skill and just got a chart that increases it by 3 ranks, making it rank 8. I assumed that this would mean a longer effect duration, but when i tested this, that was not true.

Rank 5 full sail, without the item seemed to last around 22 seconds even though the skill page says it only lasts 20 seconds.

Rank 8 full sail, with the item seemed to last around 22 seconds. Exactly the same as without the item.

Please could anyone tell me if skills are unchanged above rank 8 or if i'm misinterpreting or if i'm doing something wrong. Thank you.

Hmm... I think the higher the rank, the lower the difference is compared to the previous rank. So I say you may have counted wrong for the rank five length and the rank eight length might be 22-23 seconds. And they are changed... trust me. Or else the rank would be cut off at 5.

I wan't to believe that this is true; however, the duration in the description of rank 5 full sail is 20 seconds. The duration described with rank 8 is also 20 seconds. And the duration of both ranks are 22 seconds exactly. If there was a change i would think that the description would change if anything.
