I've used this for quite some time. I highly recommend this program while playing games. It's a free program, small, and works quite well. It'll shut off a lot of un-needed programs to free up more of your computer's resources so that your games will play faster. I've noticed a marked improvement while playing resource intensive games.

If you're not a computer expert, just let it shut down background programs that you don't need to play games. If you're a computer expert, you can shut down even more programs to increase your computer's resourses to run whatever game you turn on. After playing your game, it'll restore everything that it shut down. So no rebooting or anything else required to use this.

Leo is right. This wouldn't be considered a 3rd party program since it never alters game play beyond what it's creators meant. It just simply speeds up the proformance of your PC.
