If that doesn't work, find the "C:\Program Files\Disney\Disney Online\PiratesOnline\cache" directory and delete everything in it. That's where all the textures are stored. It will redownload them as needed.

Or, as soon as you're on the empty Tortuga, bring up the map and return to Tortuga. I've had that clear things up sometimes.
