Dr. Zeppers must be getting help from Tia Dalma to get this far

The quickest way to gain Notoriety levels, is usually questing.

However if one ignores leveling of thier weapons at the same time, they will find the quests becoming harder and harder. Recommend a balance of the two, and some steady work on your pirate. ie playing
