I dont know where exactly the cave is at on tortuga but they are named thugs..Level 8 in the cave (just went there and found them and i forget where the cave is at xD) They are usually have a level 8 navy officer with them. They are in black with black tri-corn hats. Good luck!

The thugs are in the theives den on tortuga. The easist way to get there is to go through the tree tunnel by Fabiola the gypsy and you will be in the tortuga graveyard then the tree tunnel to the theives den is just to your right past the guy digging.

if memory serves, and it doesn't always lol, the one you want is the one by the campsite in the cave, not the fort. but he is not alone, so take backup.

Actually yes, there are two ways to get there,

If you take the path past Fabiola's Wagon, then when you enter the Graveyard go right down the hill, and keep going straight you'll see an entrance to your right. That will take you into a cave where there is a tent set up. You can pick off the guards there but this can be difficult. The guy in the black/white aka: not dressed like normal navy is the EITC officer.

The other way into the cave is if you take the path behind the Inn. You enter the woods and go diagonal to your right and straight, across a wooden type bridge, past a shack, past some undead fun guys, past a horde of scorpions, down a hill... at the bottom of the hill is the other entrance. That brings you to the Fort in the cave. I found this way somewhat easier... (maybe not easier to get too hahaa), but if you pick off the low level guards in front, then sneak along the side, wait for the lower level guard that's walking back and forth next to the higher level guard. when he starts to walk away sneak past and then hang a quick right, to the well. Then sneak along to the house and quick! run inside! Then there is an EITC officer right in the door usually Level 8 or so. If you're leveled enough take him down, (The other EITC at the desk doesn't seem to be bothered by all this commotion so just ignore him for now....) and then run to the corner to the left of the door. I've noticed if you hang out there, when the officer regenerates they don't notice you. So you can use it as a time out/healing time. You probably will NOT get the handchief the first time, so you might have to attack again, You can either keep attacking the guy by the door, or also hit up the guy at the desk, but you'll get it eventually
