Was every server full or is this just a bug?

Looks like a glitch, or a secert organization bent on turning us into monkeys has taken over pirates with Baisic Acess accounts!

All I can say is that must of been one pretty big pirate.

I think its a bug because FULL oceans have their name red like some of them if not its the white color.
